Troy Housing Authority Taylor Apartments Redevelopment Alternative Analysis

This study was commissioned by the Troy Housing Authority to evaluate potential replacement sites and development alternatives to rehabilitating Building 3 of the John P. Taylor Apartment complex, where 65 units were vacant. The study was also intended to develop realistic financing strategies for the development alternatives identified and to provide long term recommendations for the continued use, redevelopment or replacement of the other three buildings (presently occupied) comprising the Taylor complex. River Street presented findings to the Troy Housing Authority with the general recommendation of replacing Buildings #1, #2 and #3 over time with low rise, medium density housing at multiple sites throughout the city. The report identified a dozen sites within the city that could accommodate alternative housing through new construction or housing rehabilitation, and provided a preliminary financing strategy for the replacement housing scenario.
